عبد الستار عبد الحق الحلوجي (مواليد 1938م)، هو بروفيسور مصري حصل على ليسانس اللغة العربية من جامعة القاهرة سنة 1378هـ الموافقة لسنة 1959م، كما حصل في نفس السنة على دبلوم كلية التربية من جامعة عين شمس، ثم نال ماجستير المكتبات من جامعة لندن سنة 1383هـ الموافقة لسنة 1963م ودرجة الدكتوراه في المكتبات من جامعة القاهرة سنة 1389هـ الموافقة لسنة 1963م.

يعد هذا الكتاب من الكتب الأساسية التي تتناول تاريخ المخطوطات العربية وهو حائز على جائزة الملك فيصل العالمية للدراسات الإسلامية سنة 1988. ينقسم الكتاب إلى ثلاثة أقسام رئيسية ؛ القسم الأول يتناول نشأة وتطور المخطوط العربي منذ ظهور الكتابة والأدوات المستخدمة فيها وتطورها في الجاهلية وعصر الرسول والخلفاء وحتى عصر بني أمية ، والقسم الثاني فيدور حول صناعة المخطوطات العربية خلال القرون الأولى للهجرة حيث يتناول التأليف والإملاء ، والفنون في المخطوطات كالرسوم والزخرفة والتذهيب . أما القسم الأخير فكان حول الإعداد الفني للمخطوطات من فهرسة وتصنيف وتحقيق ونشر.
