استخدم المؤلِّف، في هذا الكتاب / الأطروحة، أدوات المقاربة السوسيو-أنثروبولوجية، معتمداً مدوّنة تاريخية، في تحديد عناصر المسار التحديثي المركّب واللايقيني الذي خضعت له الدولة الليبية، خلال القرن التاسع عشر، وفي فترة الاحتلال الإيطالي، وأثناء تأسيس دولة الاستقلال. والمشكل الرئيسي الذي خضع للتحليل والمناقشة هو سؤال الحداثة السياسية. أما الفرضية الرئيسية، للمؤلّف، فهي أن الظاهرة السياسية تمثِّل قبل كلّ شيء بناء زعامياً للمجموعة السياسية. وفي المثال الليبي (وينسحب هذا بتفاوت، على الحالة المغاربية) تنافست تاريخياً على بناء الظاهرة السياسية ثلاثة أصناف من الزعامات، لكلٍّ منها خصائصه، وديناميته وآليات اشتغاله، رغم اتحاد الجميع في مبدأ البناء الزعامي للظاهرة السياسية؛ وهذه الأصناف الثلاثة، هي: الزعامة البدوية المحاربة، والزعامة الدينية الطرقية في الريف، والزعامة العسكرية البيروقراطية في المدينة. ومن ثم، ينتهي الباحث إلى خلاصة مفادها أن عملية تحديث الدولة في ليبيا كانت عبارة عن حرب ضد هذا التنوّع الزعامي، ومقتضيات اشتغاله الثقافية والاجتماعية والاقتصادية. والمشكل الرئيسي الذي خضع للتحليل والمناقشة هو سؤال الحداثة السياسية. أما الفرضية الرئيسية، للمؤلّف، فهي أن الظاهرة السياسية تمثِّل قبل كلّ شيء بناء زعامياً للمجموعة السياسية. وفي المثال الليبي (وينسحب هذا بتفاوت، على الحالة المغاربية) تنافست تاريخياً على بناء الظاهرة السياسية ثلاثة أصناف من الزعامات، لكلٍّ منها خصائصه، وديناميته وآليات اشتغاله، رغم اتحاد الجميع في مبدأ البناء الزعامي للظاهرة السياسية؛ وهذه الأصناف الثلاثة، هي: الزعامة البدوية المحاربة، والزعامة الدينية الطرقية في الريف، والزعامة العسكرية البيروقراطية في المدينة.
