يطرح د.يوسف القرضاوي مسألة حيوية وحساسة تلامس واقع المسلمين وتفتعل من وراءها أزمات، ألا وهي مسألة الاختلاف ذلك الاختلاف المذموم الذي يؤدي إلى التفرق. يبحث د.عمر قرضاوي هذه المسألة بالتفصيل ليؤكد على أن الاختلاف في الأفهام الجزئية والتفسيرات الجزئية لا يضر إذا اتفق الجميع على الأصول الأساسية، والمقاصد الكلية، وإذا أيقن الجميع أنه يمكن الاختلاف فيما بينهم في الجزئيات اختلافاً لا يؤدي إلى تفرق ولا عداوة ولا بغضاء. وبالإمكان ذلك إذا عرف الجميع فقه الاختلاف وأدبه، والأصول أو الدعائم العلمية والخلقية التي يقوم عليها. هذا ما حاول د.قرضاوي الوصول إليه من خلال بحثه هذا الذي قام على جملة دعائم علمية وعملية، فكرية وخلقية، والذي جاء ضمن تمهيد وأبواب ثلاثة وخاتمة. أما التمهيد فبحث فيه في الاختلاف وأنواعه وأسبابه. وجاء الباب الأول في موضوع الاتحاد الذي يؤكد القرآن والسنة على فرضيته وفي الفرقة اللذان ينهيان عنها لأنها جريمة في حق الأمة الإسلامية. وبحث الباب الثاني في الدعائم الفكرية لفقه الاختلاف، وأما الدعائم الأخلاقية لفقه الاختلاف فقد بحثها الباب الثالث، وجاءت الخاتمة لإلغاء مزيد من الضوء على الأهداف المراد تحقيقها من خلال هذا البحث الجاد والهام، لتأثيره المتزايد في أحوال الأمة الإسلامية في يومنا هذا.
