يؤكد واقع الموارد المائية المتاحة حالياً في منطقة الشرق الأوسط أن الوضع معقد وشائك، خاصة وأن المنطقة تقع في النطاق الجاف وشبه الجاف، فضلاً عن ازدياد الطلب على المياه بشكل متسارع. ويشير الواقع الجيوبوليتيكي إلى أن أهم مصادر المياه في المنطقة العربية تقع خارجها، بالتالي تتنافس على استخدامها دول متعددة، مما يزيد من حساسية الموقف، ويؤدي إلى انخفاض نصيب الفرد من المياه. ويتركز جوهر الصراع حول مياه الأنهار، وتعتبر أنهار النيل والفرات والأردن ومياه الجنوب اللبناني المحاور الرئيسية للأزمة المائية في الشرق الأوسط. وذلك الواقع يدفع الدول العربية ودول منطقة الشرق الأوسط إلى التماس العون والمساعدة من البنك الدولي لتمويل المشروعات الحيوية التي تحسن وضع المياه في البلاد. غير أن مساعدات البنك الدولي قد تكون متاحة وقد لا تكون كذلك، وربما تكون مشروطة أيضاً، الأمر الذي يحث على التكامل العربي كضرورة لابد منها، لأن الخوض في أي تفاصيل حول التعاون دون وجود هذا التكامل يعني تقديم تنازلات.
